Change pubhub silence module to accept commands from staff chat

Currently the pubhub silence module only allows commands from the smod+ / twd op chat. With the current policy change (where staffers need to silence players) the bot needs to allow commands from the staff chat instead.

If there is time left, the pubhub module actually needs to be converted to a staffbot module which allows commands from the staff chat.
