!Tell commands done in response to TK-report done through PubBot

Description
If !tell onit is done after a player reports a TK through PubBot, the bot receives the !tell instead of the player reporting the TK through PubBot. This results in the staffer having to manually direct the tell by doing !tell player:onit
Normally, this isn't an issue if it's a short name, but for players with long names, especially if its a list of random numbers or letters, it becomes annoying and typo-prone to type out the full player name to do the !tell.

P cheater: (PubBot6) (Public 4): TK Report: 51xg35qas8ghc is reporting BadBoyTKer for intentional TK. (150 total TKs)
C 2:staff_name> !tell onit
C 2:RoboHelp> Told PubBot6 about onit.
C 2:staff_name> !tell 51xg35qas8ghc:onit
C 2:RoboHelp> Told 51xg35qas8ghc about onit.
